§ 4-5.302 POWERS AND DUTIES OF THE CITY TRAFFIC ENGINEER; DELEGATION.
   (A)   It shall be the general duty of the City Traffic Engineer to determine the installation, proper timing, and maintenance of traffic signs, signals and traffic control devices, to conduct engineering analysis of traffic accidents, and to devise remedial measures, to conduct engineering and traffic investigations of traffic conditions, to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by the laws of the city. Whenever, by the provisions of this chapter, a power is granted to the City Traffic Engineer or a duty is imposed upon him, the power may be exercised or the duty may be performed by his deputy or a person authorized in writing to do so.
   (B)   In determining the appropriateness of traffic signs, signals and traffic control devices, the City Traffic Engineer may use traffic warrants developed by the state or other sources, but said engineer may also use his or her discretion regarding local conditions so as to properly warn, guide or regulate traffic.
   (C)   The City Traffic Engineer may authorize the temporary closure of streets or portions of streets for parades and similar community events and celebrations.
   (D)   Any decision of the City Traffic Engineer pursuant to this section may be appealed within 30 days to the City Council.
