Every bicycle shall be equipped with front and rear fenders. The provisions of this section shall not apply to bicycles described and manufactured as “multi-geared racing bicycles” which are sold by the manufacturer without fenders or proper provisions to attach fenders. This exception shall not permit the modification of other bicycles which include fenders as standard equipment.
