§ 4-1.116 ALTERED OR REMOVED SERIAL NUMBERS; TRANSACTIONS PROHIBITED.
   No person shall buy, sell, receive, dispose of, or conceal any bicycle or bicycle equipment from which the manufacturer's nameplate or serial number, Police Department number, or any other distinguishing mark has been removed, defaced, covered, altered, or destroyed without first obtaining clearance from the Chief of Police.
