A license shall be issued permanently to the bicycle frame to which it is issued and shall not be transferable from one bicycle to another. When a bicycle is sold, exchanged, or bartered, the owner shall comply with the provisions of § 4-1.412 of this chapter with reference to the notification of transfer of registration. The license shall not be removed from the bicycle frame.
