§ 4-1.101 LICENSING AND REGISTRATION REQUIRED.
   It shall be unlawful for any person to operate or use a bicycle in the city which has not been registered and licensed and equipped with one or more license numbers, as provided in this chapter, except as may be specifically exempt by the provisions of this chapter.
