§ 2-3.502 FUNCTIONS.
   The Department of Leisure Services shall consist of the following public functions:
   (A)   Leisure Services, including the scheduling of events at public parks and playgrounds, and other recreational activities;
   (B)   Senior and Youth Services;
   (C)   Civic events;
   (D)   Community Service operations; and
   (E)   Related operations.

§ 2-3.503 SUPERVISION.
   The Department shall be under the supervision of the Director of Leisure Services, who shall be appointed by and serve at the pleasure of the City Manager. The selection of the Director shall be on the basis of ability to effectively manage the Department.

§ 2-3.504 DIRECTOR; DUTIES.
   The duties of the Director shall be as follows:
   (A)   To serve as the Chief Administrative Officer of the Department.
   (B)   To plan, organize, and supervise all activities of the Department.
   (C)   To advise the City Manager and all advisory commissions or committees associated with the functions of the Department.
   (D)   To prepare and submit a departmental budget to the City Manager pursuant to a schedule required by the City Manager.
   (E)   To prepare reports as may be requested from time to time by the City Manager or advisory commissions.

§ 2-3.505 DIRECTOR; SALARY.
   The Director shall be paid such salary as may be fixed from time to time by the City Council.

ARTICLE 6: LEGAL SERVICES
§ 2-3.601 CREATED.
   There is hereby created in the government of the city a Department of Legal Services.

§ 2-3.602 OFFICERS AND EMPLOYEES.
   The Department of Legal Services shall be operated under the authority of the City Attorney, who shall be appointed by and serve at the pleasure of the City Council.
