When it is necessary for the Health Officer to demolish a structure, take direct action to abate a health or safety hazard, abate a nuisance, or remove refuse, the cost of the demolition, abatement, or removal, including reasonable administrative fees, shall be charged to the violator. If the costs remain unpaid by an owner 30 days after the date of billing, the costs shall be collected as provided in § 1-9-101 of this Code.
