The owners of real property, including the County, who connect the water or wastewater facilities of the property with the water or wastewater facilities of the County or whose property is benefited by the water or wastewater facilities of the County shall pay the applicable charges, levies, and assessments as provided in this subtitle. All charges, levies, and assessments, including applicable capital connection charges, shall be collected as provided in § 1-8-101 of this Code.
