§ 12-3-303. Authority to issue citations.
   (a)   Who may issue. The provisions of this subtitle may be enforced by a police officer or a person other than a police officer who is authorized by the Chief of Police under this section. The Chief of Police may authorize and train Police Department employees or volunteer personnel to issue citations for violations of the parking provisions of this title and enforce the provisions of this title regarding the towing and impounding of vehicles.
   (b)   Appointment and supervision. Persons authorized to enforce the provisions of this title shall be appointed in writing by the Chief of Police, be under the supervision of the Chief of Police and police officers designated by the Chief of Police, and be subject to appointment, training, and service requirements issued by the Chief of Police and all rules, regulations, orders, and procedures of the County and the Police Department.
