§ 12-3-105. Removal of motor vehicles from public property.
   (a)   Impoundment. The Police Department may remove and impound a motor vehicle that is left unattended on a public road or parking lot:
      (1)   in violation of a law, ordinance, or order regarding the parking of motor vehicles; or
      (2)   for an unreasonable length of time so as to impede the movement of traffic or constitute a threat to public safety.
   (b)   Costs. The Police Department shall charge the owner of a motor vehicle that is impounded under the provisions of this section the costs of towing, storage, and other charges incurred in connection with the removal and impoundment of the vehicle.
