(a) Scope. This section does not apply to a person who stops, stands, or parks a vehicle to avoid a conflict with other traffic or to comply with the directions of a police officer or a traffic control device.
(b) Prohibition against certain stopping, standing, and parking. A person may not stop, stand, or park a vehicle:
(1) in front of a public driveway;
(2) on a sidewalk;
(3) in an intersection;
(4) on a crosswalk;
(5) between a safety zone and the adjacent curb or within 30 feet of points on a curb immediately opposite the ends of a safety zone unless the State Highway Administration or the Director of Public Works indicates a different length by signs or markings;
(6) along or opposite any highway excavation or obstruction if to do so would obstruct traffic;
(7) on any bridge or other elevated structure on a highway;
(8) on any entrance ramp or exit ramp of any highway with two or more lanes for traffic moving in the same direction; or
(9) at any place where prohibited by any traffic control device.
(c) Prohibition against certain standing and parking. A person may not stand or park a vehicle:
(1) in front of a private driveway without the consent of the owner or occupant of the premises;
(2) within 15 feet of a fire hydrant;
(3) within 20 feet of a crosswalk;
(4) within 30 feet of the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway;
(5) within 20 feet of the driveway entrance to any fire station or, on the side of a highway opposite the entrance to any fire station, within 75 feet of the entrance if prohibited by a traffic control device;
(6) on a roadway side of any other vehicle that is stopped or parked at the edge or curb of a highway;
(7) on a curve or hill where a no passing zone is marked by a traffic control device;
(8) in a parking space or zone marked for the use of disabled persons unless the vehicle bears either a valid special registration plate or parking permit for disabled persons issued by the Motor Vehicle Administration;
(9) in front of a curb ramp designed for the use of disabled persons;
(10) in front of or on a passenger loading zone designed or marked for the use of disabled persons;
(11) within a traffic lane clearly intended for vehicular travel; or
(12) where obstructing access to a mailbox.
(d) Prohibition against certain parking. A person may not park a vehicle:
(1) within 50 feet of the nearest rail in a railroad crossing;
(2) if it is being used for commercial purposes and is a vehicle having a gross vehicle weight rating or a registered gross vehicle weight greater than 10,000 pounds, on a public road, except when providing temporary service; or
(3) where obstructing access to a mass transit stop.
(e) Additional stopping, standing, and parking regulations.
(1) Every vehicle stopped, parked, or standing upon a highway shall be positioned with the front of the vehicle facing the same direction as authorized traffic movement.
(2) Every vehicle stopped, parked, or standing on a two-way highway shall be positioned parallel to, and with all right-hand wheels within 12 inches of, the right-hand curb or edge of the highway.
(3) Every vehicle stopped, parked, or standing on a one-way highway shall be positioned parallel to, and within 12 inches of, the curb or edge of the highway.
(4) Every vehicle parked or standing in a parking lot, when practicable, shall be positioned within one parking space as indicated by pavement markings.
(5) A vehicle shall not remain parked on a highway for a period of time that exceeds what is permitted by a traffic control device.
(f) Fines. Each day a violation continues constitutes a separate offense, punishable by the following:
(1) A violation of subsections (b)(1), (b)(2), (b)(4), (b)(5), (b)(6) and (b)(9), (c)(2), (c)(3), (c)(4), (c)(6), (c)(7), and (c)(12), and (d)(1), and (e)(1), (e)(2), (e)(3), (e)(4), and (e)(5) is punishable by a fine of $45.
(2) A violation of subsections (b)(3), (b)(7), and (b)(8), and (c)(1), (c)(5), and (c)(11), and (d)(3) is punishable by a fine of $55.
(3) A violation of subsection (d)(2) is punishable by a fine of $75.
(4) A violation of subsections (c)(8), (c)(9), and (c)(10) is punishable by a fine of $500.
