§ 12-3-101. Definitions.
   In this title, the following words have the meanings indicated.
      (1)   "Highway" means the entire width between the boundary lines of any way or thoroughfare of which any part is used by the public for vehicular travel, whether or not the way or thoroughfare has been dedicated to the public and accepted by any proper authority.
      (2)   "Park" means to halt a vehicle, whether or not it is occupied, other than temporarily when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control device or for the purpose of and while actually engaged in loading or unloading property or passengers.
      (3)   "Parking lot" means a privately owned facility consisting of at least three spaces for motor vehicle parking that is accessible to the general public and is intended by the owner of the facility to be used primarily by the owner's customers, clientele, residents, lessees, or guests.
      (4)   "Roadway" means that part of a highway, other than the shoulder, that is improved, designed, or ordinarily used for vehicular travel. If a highway includes two or more separate roadways, the term refers to any one roadway separately and not to all of the roadways collectively.
      (5)   "Safety zone" means an area of a roadway that is set apart for the exclusive use of pedestrians and is protected or so marked or indicated by signs as to be plainly visible at all times while set apart as a safety zone.
      (6)   "Stand" means to halt a vehicle, whether or not it is occupied, other than temporarily when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control device or for the purpose of and while actually engaged in receiving or discharging passengers.
      (7)   "Stop" means to halt a vehicle, even momentarily, whether or not it is occupied, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control device.
      (8)   "Traffic control device" means any sign, signal, marking, or device placed in accordance with the Transportation Article of the State Code that is used to regulate, warn, or guide traffic.
      (9)   "Unattended vehicle" means any vehicle without a person inside who is licensed to drive and can readily take control of the vehicle in the event of an emergency.
