The Department shall make a reasonable effort to determine the owner of unclaimed and found property. If the Department determines the name and address of the owner of unclaimed or found property, the Department shall give the owner notice, by first class mail, that the property is in the possession of the Department and subject to disposal or return to the finder unless claimed within 30 days after the date the notice is mailed.
