An individual whose name does not appear on the approved certified list made in accordance with § 12-1-306 may appeal in writing to the Controller within 30 days after the expiration of the period for posting the list. The Controller shall make a final decision. A person aggrieved by the decision of the Controller may appeal to the Board of Appeals.
