A taxicab that does not have a taxicab vehicle license issued by the County or a municipal corporation within the County may not provide any service in the County except that it may bring passengers from a community outside of the County into the County and may wait at the destination of those passengers to provide further service to a destination outside of the County if requested to do so by the passengers.
