In this title, the following words have the meanings indicated.
(1) "Owner" means the person in whose name a taxicab is registered with the State Motor Vehicle Administration and the taxicab company.
(2) "Taxicab" means a motor vehicle for hire that is a closed passenger vehicle with at least three doors; is designed to carry seven or fewer individuals, including the taxicab operator; and operates on call or demand, soliciting or accepting passengers indiscriminately for transportation for hire from points along streets in the County to destinations that the passengers request.
