The Health Officer may adopt rules and regulations to standardize procedures for the administration of this title and to provide reasonable and necessary standards for the construction, operation, or safety of public and semi-public pools and their equipment. Copies of rules and regulations shall be provided to each person holding licenses issued under this title.
