§ 6-2-105. Soil Conservation District Employees' Pay and Benefit Plan.
   (a)   Employment at will. An employee appointed by the Anne Arundel Soil Conservation Board of Supervisors is an employee in the exempt service, serves at the pleasure of the Anne Arundel Soil Conservation Board of Supervisors, and may be dismissed at will.
   (b)   Generally. An employee appointed by the Anne Arundel Soil Conservation Board of Supervisors is in the Soil Conservation District Employees' Pay and Benefit Plan and is entitled to the pay and benefits set forth in this section.
   (c)   Pay grade. An employee of the Soil Conservation District is entitled to compensation according to the employee's title at the indicated grade of the pay schedule in subsection (d):
      Soil Conservation Office Assistant   ES1
      Soil Conservation District Secretary   ES2
      Soil Conservation Office Manager   ES3
      Soil Conservation Specialist   ES4
      Senior Soil Conservation Specialist   ES5
      Soil Conservation District Manager   ES6
   (d)   Pay schedule. Beginning the first full pay period on or after July 1, 2023, the annual pay schedule for employees in the Soil and Conservation District Employees’ Pay and Benefit Plan is:

   (e)   Pay upon initial hiring. An employee in the Soil Conservation District Employees’ Pay and Benefit Plan shall be hired at the minimum pay of the grade except that, upon finding and certifying in writing that extraordinary circumstances exist, the appointing authority may hire an employee at a rate of pay within the grade higher than the minimum pay of the grade.
   (f)   Employment benefits. An employee in the Soil Conservation District Employees’ Pay and Benefit Plan is entitled to all employment benefits applicable to classified employees provided sufficient appropriations exist.
