(a) Whoever violates any provisions of this chapter is guilty of a minor misdemeanor. All towing charges and charges for storage shall be payable by the owner or last known operator of the vehicle in violation of this chapter. This charge shall be included and charged with the fine before the violator may recover his vehicle. When any member of the Division of Police or Street Department observes a violation of this chapter, such person or officer shall give notice to the owner or operator of such vehicle. (A.O.)
(b) In addition to the foregoing penalties, any police officer, upon discovering any vehicle parked or stopped in violation of any provision of this chapter may remove such vehicle or cause the same to be removed to any City-owned property or to a private garage or place where so authorized pursuant to contract, where such vehicle shall be impounded and retained.
