(a) Under authority of Ohio R.C. 717.05, there is hereby established in the City off- street parking and such facilities are to be developed as set forth in such section by the proper legislation, as Council deems necessary.
(b) Off-street parking facilities shall be financed primarily from the surplus of the parking fund and in addition thereto additional financing can be arranged according to Ohio R.C. 717.06.
(c) Off-street parking facilities shall be as defined in Section 351.01(e).

(d) The parking time limit for City Lot Number One, City Lot Number Three, the Old Post Office Lot and the City Hall Lot, as defined in Section 351.01(e), shall be for a period of not more than eight hours at any given period between the hours of 6:00 a.m. and 6:00 p.m. The time limit shall not apply between the hours of 6:00 p.m. and 5:59 a.m.
(e) There shall be no time limits for parking at City Lot Number Two.
