351.01 DEFINITIONS.
   (a)   “Parking” means the standing of a vehicle upon a street, whether such vehicle is occupied or not and whether such vehicle is accompanied or not by an operator, for a period of time in excess of two minutes.
   (b)   “Operator” means and includes every individual who operates a vehicle as the owner thereof, or as the agent, employee or permittee of the owner.
   (c)   “Parking space” means any space within a marked parking zone, which is designated for the parking of a single vehicle by lines painted or otherwise marked on the curb or on the surface of the pavement adjacent to a curb, sidewalk, parking bumper, etc.

   (d)   “Congested area” means, for the purpose of this chapter, that area on both sides of South Main Street between Park Avenue south to the railroad overpass; both sides of Park Avenue between South Main Street and formerly Prospect Street; both sides of Church Street between Cleveland Avenue and Tenney Avenue; the south side of Tenney Avenue between South Main Street and Church Street; the south side of Cleveland Avenue between South Main Street and Church Street.
   (e)   “Off-street parking facility” means those areas of City property set aside for vehicular parking and maintained by the City. Specifically, City Lot Number One is that facility with the entrance on Church Street between Park Avenue and Tenney Avenue; City Lot Number Two is that facility extending eastward along the north side of Maple Avenue from Church Street to East Street; City Lot Number Three is that facility with the entrance on Tenney Avenue northward between Main Street and Church Street; the Old Post Office Lot is that area immediately north of and adjacent to the City building formerly the old post office on Park Avenue; the City Hall Lot is that area immediately west of and adjacent to City Hall.
