The Director of Public Safety and Service shall be appointed by the Mayor. He need not be a resident of the City at the time of his appointment, but shall become a resident, thereof, within six months after his appointment, unless such residence requirement is waived by ordinance. The Director shall post bond as required by Section 175.13 and he shall have all powers conferred under Ohio statutes, and such further powers as granted by Council by proper legislation.
