An imposition of the penalty prescribed in Section 1353.99 shall not preclude the City Solicitor from instituting an appropriate action or proceeding at law or in equity to restrain, correct or abate the violation of the order of the Building Inspector under the provisions of this Housing Code or to prevent the occupancy of a building, structure or premises contrary to the provisions of this Housing Code.
