All automobile service stations and filling stations which at the effective date of this section (Ordinance 73-46, passed October 22, 1973) or anytime thereafter are abandoned for use as a filling station or automobile service station shall be presumed to be a nuisance affecting or endangering surrounding property values and to be detrimental to the public health, safety, convenience, comfort, property or general welfare of the community and shall be abated.
For purposes of this chapter, an abandoned automobile service station or filling station means one which the owner or lessee has failed to operate for at least six consecutive months in any twelve month period.
