1113.05 CONSTRUCTION PLANS, STORM SEWERS.
   (a)   The developer shall follow the modern engineering practice of providing storm sewers and storm sewer inlets to drain all the street intersections and to limit the flow of surface water in the gutters, before entering the sewer inlet, to approximately 300 feet.

   (b)   Basic Design Data.

      (4)   Size of sewer. The minimum diameter allowed shall be twelve inches.
      (5)   Depth. Minimum depths for storm sewers shall be planned to provide clearance for water and gas mains, unless excepted by the City Engineer.
      (6)   Location. Wherever possible, the storm sewers shall be located nineteen feet from the center line of the street.
      (7)   Manholes. Manholes shall be placed at intersections and termini of sewers, at all changes in size, alignment and slope of sewer, in pipe sizes under thirty-inch diameter, at or near junction chambers and curves on sewers thirty inches in diameter or larger, at points where inlets are to be connected and at intermediate intervals as required for maintenance.
      (8)   Driveway culverts shall be reinforced concrete pipe with the size and final grade to be determined by the City Engineer.
   (c)   Materials and installation. All materials used and the installation of those materials shall be in accordance with City specifications, Chapter 1115.
   (d)   City Standards. The storm sewer system shall comply with the City Standards for Storm Sewer Detail, Appendix A.

   (e)   Downspouts and Footer Drains. 
      (1)   All new construction shall have plans, specifications and be constructed with roof drainage with downspouts emptying onto the ground surface only.
      (2)   Any exceptions to subsection (a)(1) hereof shall be authorized by the Superintendent of Utilities.
      (3)   This determination is made necessary due to flooding situations which have been regularly occurring during the seasonal rains.
