Sidewalks shall be required in accordance with Chapter 1113 and Appendix A of these Regulations. Sidewalks need not be installed prior to acceptance of improvements by Council, provided an easement is recorded with all lands in subdivision stating that sidewalks shall be installed in the right of way fronting a sublot prior to occupancy of any building on such sublot, or a cash deposit of one and one-half times the estimated cost to construct the sidewalk is deposited with the City which money shall be used to construct the sidewalk if the sidewalk is not constructed within six months after occupancy, or the money shall be returned if the City does not construct such sidewalk.
