913.03 MONTHLY BILLING; PRORATION AND PENALTY.
   The sewer charges levied at the rate established by Section 913.02 shall be billed on, or about the first day of each calendar month and be payable within fifteen days after billing. Any premises except new construction, either commercial or residential, making connection with the system after the effective date of this section shall be charged a per diem prorata amount, based upon the monthly charge, from the time such connection is made until the commencement of the next following billing period applicable to such premises. Any premises upon which a new residence or commercial building is being constructed, making connection with the system after the effective date of this section shall be charged a per diem prorata amount, based upon the monthly charge, thirty days from the time such connection is made until the commencement of the next following billing period applicable to such premises after the expiration of such thirty days. In case of failure to pay any bill for sewer charges when due, a penalty of ten percent (10%) of such charge shall be added to the bill. However, if the due date for such bill falls on a Saturday, Sunday or a legal holiday, payment may be made on the next regular business day without assessment of any penalty.
   Any customer and/or property owner that intends to move from the premises or discontinue discharging to the sanitary sewer system or in any way terminate his or her liability under this chapter, shall give the Superintendent or his authorized deputy, agent or representative written notice of such intention and shall be billed for sewer service until such notice has been given and the Superintendent or his authorized deputy, agent or representative has either disconnected the water service or determined that no discharge is being made to the sanitary sewer system.
