For the purposes provided in Section 913.01, there shall be levied and charged upon each lot, parcel of land or premises having connection with the sanitary sewer system, or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly, into the sanitary system, sewer charges payable as herein provided and in the amounts to be determined as follows:
(a) Effective for all bills rendered on or after November 1, 2000, the sum of $4.20 per 1,000 gallons of water consumed, but not less than $21.00 per connection per month (said monthly minimum to be multiplied by the number of dwelling units for multiple family buildings).
(b) Effective for all bills rendered on or after August 1, 2001, the sum of $4.60 per 1,000 gallons of water consumed, but not less than $23.00 per connection per month (said monthly minimum to be multiplied by the number of dwelling units for multiple family buildings).
(c) Effective for all bills rendered on or after August 1, 2002, the sum of $5.00 per 1,000 gallons of water consumed, but not less than $25.00 per connection per month (said monthly minimum to be multiplied by the number of dwelling units for multiple family dwellings).
The rates set forth above shall be increased by fifty percent (50%) for any lot, parcel of land or premises located outside the City's corporate limits.
