§ 36.03 RESIDENCY PROVISIONS FOR HIRING AND COMPENSATION.
   (A)   No person appointed to any position named in § 36.02 need be a resident or elector of the village. The Village Manager shall have the authority, with Council's approval, and upon recommendation of the Police Chief, to make all appointments necessary to carry out the duties of the Police Department.

   (B)   Should a patrolman at the time he commences employment be a Commissioned Peace Officer of the State of Ohio with at least one year of employment as a patrolman with a political subdivision of the State of Ohio, such patrolman, for the purpose of establishing his beginning and future rate of compensation, shall, from his first day of employment, be treated as though he completed on that day one year of employment with the village.
