Any person or persons, other than Council or the Planning Commission, desiring an amendment of the Zoning Map or Zoning Code shall file a petition for such an amendment with the Village Clerk, together with a statement giving the names and addresses of the owners of all properties lying within 1,000 feet of any part of the property the zoning of which would be changed by the proposed amendment if enacted. In addition, such petition shall comply with all provisions for petitions for change in the Zoning Map or Zoning Code (Zoning Plan) found in Art. VI, Sec. 3 of the Village Charter.
