(A) No person shall own or possess a concentration of dogs or cats, or any combination thereof in excess of four, within the corporate limits of the city without a kennel license as provided in Article II of this chapter.
(B) There shall be exempted from this chapter persons who possess four or more dogs or cats, or any combination thereof, as a result of litters born to a dog or cat in the possession of such person, which exemption shall apply for a period of 120 days from the date the litter is born.
