(A) An emergency is hereby declared to exist by reason of the fact that no other person, firm, or corporation has a franchise to furnish gas to inhabitants of the city, and for the preservation of the public peace, health, and safety, and by reason whereof, this ordinance shall be effective immediately from and after its passage, approval, and publication.
(B) Passed and the emergency clause ruled upon separately and passed and approved May 16, 1994.
