§ 6-2. ANIMALS NOT TO BE AT LARGE.
   No owner shall permit any animal or fowl owned, harbored, possessed, or kept by him or her, as a pet or otherwise, to be at large at any time within the city. It is unlawful for any animal to be at large at any time within the city.
