Upon receipt of an application for a license for the operation of a private club, the City Clerk shall forward a copy of the application to the Chief of Police, who shall promptly cause an investigation to be made of the applicant, of the manner in which the applicant proposes to operate the private club, and a check of any criminal record of any of the persons named in the application. The Chief of Police shall report in writing to the City Clerk on his or her findings. The City Inspector shall also report in writing his or her findings of the plot and building plan and compliance with applicable codes. By certified statement, the City Inspector shall confirm that the proposed site and building does or does not meet all zoning, electrical, building, and plumbing regulations of the city and state.
