(A) It is unlawful for any person to permit, allow, or dispose of sewage or the refuse from any septic tank, liquefying closet, or chemical closet in the city-regulated disposal area or any city-regulated landfill.
(B) It is unlawful for any person to permit or allow the disposition of any dead animal in the city regulated disposal area or city regulated landfill, except that this section shall not prohibit the disposition of dead cats, dogs, fowl, or other animals the same size or smaller in the sanitary landfill.
