(A) Billings for garbage and refuse service shall be rendered at the same time and on the same bills issued for water services, but shall be shown as a separate item from the charge for water. If garbage and refuse service is commenced or terminated during a period for which bills will be rendered, billing shall be prorated on a daily basis.
(B) All monthly charges to customers for collection and disposition of garbage and rubbish, who are not customers for water from the city, shall be billed by the city in the same manner as water customers. The monthly bill for such collection and disposition of garbage and rubbish shall carry the same due date, grace period, and penalties as are carried on the monthly water bills issued by the city.
(C) The garbage and refuse service charge shall be due and payable from and after the date on the bill on which such charge is shown. Payment shall be made to the city, but the city shall not accept payment for any garbage and sewer service charge without payment of the water bill on which said charge is shown, nor shall the city accept any water bill without payment also of any garbage and refuse service charge shown thereon.
