§ 44-231. COLLECTION OF GARBAGE AND RUBBISH BY CITY.
   (A)   Charges and rates for the city’s collection of garbage and rubbish will be set by the Mayor and City Council. A copy of the current rates shall be kept on file in the City Clerk’s office.
   (B)   Except as herein otherwise authorized, all refuse accumulated in the city shall be collected, conveyed, and disposed of by the city, and not by any other person or business.
   (C)   Actual producers of refuse, or the owners of premises upon which their own refuse has accumulated, which are used for commercial purposes other than multiple dwellings, are permitted to personally collect, convey, and dispose of such refuse, provided such producers or owners comply with the provisions of this article and with any other governing law or ordinances.
   (D)   All refuse accumulated in the city shall be collected, conveyed, and disposed of by the city under the supervision of the city, which shall have the authority to make regulations concerning the days of collection, type, and location of waste containers and such other matters pertaining to the collection, conveyance, and disposal as it shall find necessary, and to change and modify the same, provided that such regulations are not contrary to the provisions of the article.
