(A) No person shall maintain or operate any private club in the city without first paying in advance to the City Clerk the license fee hereinafter prescribed, presenting the receipt for the same to the City Clerk, making application for a license therefor on forms provided by the City Clerk, and receiving a license from the License Review Board.
(B) The applicant for a private club license must be a resident of the city for at least two years at the time of making application and after the license is issued.
