(A) The user charge ordinance shall be reviewed not less than every two years, regarding the wastewater contribution and maintenance, and the approved user charge system.
(B) The user charges shall be reviewed to accomplish the following:
(1) Maintain the proportionate distribution of operation and maintenance costs among users;
(2) Generate sufficient revenue to pay the total operation and maintenance costs necessary for the proper operation and maintenance (including replacement) of treatment works; and
(3) All excess revenues collected from users shall be applied to the cost of operation and maintenance attributable to the class for the next year and rates shall be adjusted accordingly.
