§ 44-187. SURCHARGE FOR EXTRA STRENGTH SEWAGE.
   (A)   When the BOD exceeds 225 mg/l, the suspended solids exceeds 225 mg/l, and other pollutant concentrations from a user exceed the range of concentration of these pollutants in normal domestic sewage, a surcharge shall be added to the basic charge, and shall be calculated by the following formula:
   Cs=[Bc(B)+Sc(S)+Pc(P)]Vu
   (B)   Where:
      (1)   Cs = A surcharge for wastewaters of excessive strength;
      (2)   Bc = O&M cost for treatment of a unit of BOD;
      (3)   B = Concentration of biochemical oxygen demand (BOD) from a user above a base level;
      (4)   Sc = Operation and maintenance (O&M) cost for treatment of a unit of suspended solids;
      (5)   S = Concentration of suspended solids from a user above a base level;
      (6)   Pc = O&M cost for treatment of a unit of any pollutant;
      (7)   P = Concentration of any pollutant from a user above a base level; and
      (8)   Vu = Volume contribution from a user per unit of time.
