§ 44-186. STANDARD FORMULA FOR CALCULATING CUSTOMER CHARGES.
   (A)   All users of the sanitary sewer system shall be charged a fee which is on file in the City Clerk’s office per month for each 100 cubic feet of metered water consumption. Users not on a metered water basis, an estimated water consumption will be made by the Utility Superintendent (who is responsible for the wastewater treatment and collection system, or his or her authorized assistant or representative) by comparing the nonmetered user with a metered user of a similar class.
   (B)   (1)   The charges shall be on a volume basis as the BOD, suspended solids, and other pollutant concentrations discharged by all users are approximately equal. Users shall be charged on a volume basis in accordance with the following formula:
   Cu=Ct/Vt(Vu)+Cb
      (2)   Where:
         (a)   Cu = A user’s charge for operation and maintenance per unit of time;
         (b)   Ct = Total operation and maintenance (O&M) costs per unit of time;
         (c)   Vt = Total volume contribution from all users per unit of time;
         (d)   Vu = Volume contribution from a user per unit of time; and
         (e)   Cb = Annual debt service and all cost apportioned equally to users.
