All persons receiving sewer service from the city and having a sewer line into the basement of their place of residence shall, within 30 days after May 6, 1974, install and maintain in working condition, a check valve in the line, serving their basement, to prevent any reverse flow of sewage into their basement from the main sewer line. All installations after the above date shall have such check valve installed in connection with the sewer line before their sewer installation will be approved and service furnished by the city.
