§ 44-50. WATER DEPOSIT.
   Any person desiring to have a water meter installed shall deposit with the City Clerk a sum as set by the Mayor and City Council as a deposit, which shall be kept by the City Clerk and held as a security for the payment of water bills. Such deposit shall not release the user from promptly paying the water bill charged against such meter or such user.
