The city shall furnish a meter and connection tap for all water consumers, which meter and tap shall remain the property of the city. The consumer shall pay the actual cost of such meter and connection, together with any excavation or other costs in connection therewith, before water shall be turned on. The customer will be furnished an itemized statement of such actual cost. This section shall not apply to any special right-of-way easement agreements now in existence.
