§ 4-97. PENALTY.
   Any person violating any provision of this article shall be guilty of a misdemeanor and, upon conviction, shall be fined as provided in § 1-14. Any person who shall engage in any of the businesses licensed in this article without having paid the fee shall be guilty of a misdemeanor and, upon conviction, shall be fined as provided in § 1-14.
