§ 42-480. PEDESTRIANS SUBJECT TO TRAFFIC CONTROL SIGNALS.
   (A)   (1)   Pedestrians shall be subject to traffic control signals as provided for in this code.
      (2)   At all other places, pedestrians shall be granted those rights and be subject to the restrictions stated in this article.
   (B)   (1)   A pedestrian shall obey the instructions of any official traffic control device specifically applicable to him or her, unless otherwise directed by a police officer.
      (2)   At all other places, pedestrians shall be accorded the privileges and shall be subject to the restrictions stated in this article.
