For the purpose of securing a uniform system of sidewalks, driveways, and curbings in the city with respect to location and grade of sidewalks, driveways, and curbings hereafter constructed in the city, it shall be unlawful for any person to construct or build any sidewalks, driveways, or curbings on the streets in the city without first filing an application with the City Clerk, setting forth the location and grade of the proposed sidewalks, driveways, or curbings, and obtaining a permit to make the improvements from the City Clerk.
