The Board, as created in § 38-124, shall have charge of and control of the municipally acquired or developed parks and recreation venues, including, but not limited to, the Alva Recreation Complex, the municipal pool, Hatfield Park, and Bud Rose Park, except employees thereof, who shall be subject to the supervision and control of the city, and subject to the rules of conduct and regulations pertaining to other city employees. The Board shall be authorized to make rules and regulations governing the management, improvement, maintenance, operation, and regulation of said parks and recreation venues. No real property shall be disposed of by the Board by sale, lease, or otherwise, except by the authority of the City Council; however, the Board may lease space, area, or improvements, and grant concessions on the grounds proper, for purposes incidental to the operation of the parks and recreation venues.
