The Board shall choose one of its members as its Chair and one member as its Secretary. Minutes of all meetings of the Board shall be maintained by the Secretary in written form. Copies of the minutes of each meeting shall be filed with the Business Officer of the city. The Board may adopt and from time to time amend rules of procedure. The Board shall be required to meet at least quarterly, and shall comply with all requirements of the state’s Open Meeting Act, 25 O.S. §§ 301 et seq. Four members shall constitute a legal quorum thereof.
