There is hereby created the Alva Parks and Recreation Board. The Board shall consist of seven members to be appointed by the Mayor, with approval of the City Council. One Board member shall be a member of the City Council. The initial Board shall consist of the current members of the Alva Recreational Complex Board, whose terms shall be staggered in compliance with the schedule set forth in § 38-125. The Mayor shall be responsible for initially setting the terms of each member in accordance with the schedule, except the City Councilmember.
